Hoskinson highlighted the lack of transparency in the state’s procurement process, particularly the failure to disclose 'freeze and seize' capabilities in a proper product requirements document (PRD). These capabilities, which allow for the prevention or reversal of transactions under certain conditions, were not openly shared, effectively sidelining Cardano and other major blockchain platforms from participating in the project. Hoskinson’s remarks underscore concerns over the potential centralization and regulatory overreach in the development of state-backed digital currencies.
